For those seeking deep academic immersion, UC City’s Office of International Education (OIE) serves as your dedicated hub. As the central department coordinating all study abroad initiatives, OIE offers over 120 exchange programs across 20+ countries, from summer seminars at the University of Oxford to joint research projects at the National University of Singapore—there’s an option tailored to every academic goal. Additionally, OIE provides “peace of mind from arrival” full-process support for visiting international students: from course matching and visa processing to cultural adaptation workshops, ensuring a seamless cross-cultural learning experience.

III. International Graduate Admissions: Clear Pathways, Exclusive Benefits



1. Core Application Requirements
Academic Qualifications: Applicants must hold a bachelor’s degree (or equivalent) from a recognized institution outside the U.S., with 16 years of formal education (including 12 years of primary and secondary education). Refer to OIE’s official International Academic Qualifications Guide for country-specific evaluation criteria.
English Proficiency: Exemptions apply only to applicants who graduated from institutions where English is the sole medium of instruction (certified by the World Higher Education Database, WHED). All other applicants must submit TOEFL (minimum 90), IELTS (minimum 6.5), or Duolingo English Test (minimum 115) scores.

Application Fee: $155 for international students; fee waivers are not available.


2. Premium Tuition Waiver: Reduce Costs, Focus on Academics
To support international graduates in fully engaging in research, UC City offers the Non-Resident Supplemental Tuition (NRST) Waiver Program, covering core phases of doctoral and Master of Fine Arts (M.F.A.) studies:

Eligible Groups: Doctoral students in their 2nd–3rd years (before advancing to candidacy) and M.F.A. students in their 2nd–3rd years.
Students Enrolled Fall 2021 or Later: Must hold an appointment as an Academic Student Employee (ASE: Teaching Assistant, Reader, or Tutor) or Graduate Student Researcher (GSR) with at least 25% work commitment (approximately 110 hours per quarter) to qualify.
Students Enrolled Fall 2015–Fall 2018: Doctoral students (2–4 years before candidacy) and M.F.A. students (2–3 years) receive automatic NRST waivers, no employment requirement.

Note: Students with full funding from their home governments or external scholarships covering NRST are ineligible for duplicate benefits. All recipients must maintain a minimum 3.0 GPA and adhere to academic integrity standards.
