One Big Beautiful Bill Act

On July 4, 2025, the One Big Beautiful Bill Act was signed into law, introducing changes to certain federal student aid programs, including the Federal Direct Loan program. We are actively reviewing the legislation to understand its implications for our students and their families. Tuition and Financial Aid Guide for University of California, City (UC City)

This guide details the tuition standards, financial support policies, cost estimates, and aid resources for graduate and undergraduate students at the University of California, City (UC City). It provides clear guidance on cost planning and aid applications for students at different academic levels and with different statuses, supporting students in successfully completing their studies.

I. Graduate Financial Support Policies

(A) Doctoral Student Financial Support

All doctoral students who are registered full-time and making satisfactory progress toward their doctoral degrees are eligible for financial support covering full tuition and mandatory fees. "Satisfactory progress" specifically includes successfully securing a dissertation advisor, strictly complying with program requirements, and completing academic tasks at each stage. The average time to degree completion for doctoral students at our university is 5 to 6 years.


Financial support is available in diverse forms, including internal scholarships, external scholarships, research assistantships, teaching assistantships, or a combination of scholarships and teaching assistantships. It is important to note that most funding sources require students to have valid work authorization. Therefore, applicants to doctoral programs must provide proof of work authorization, unless the admitting program can arrange for special compensation. Doctoral students do not need to submit a separate application for financial aid; eligible students will be automatically included in the support program.


(B) Master’s Student Financial Support

In general, the college does not provide regular financial support for master’s students. However, master’s students may apply for department-specific teaching or research assistantships based on their qualifications, and receive compensation by undertaking corresponding duties. For additional education financing channels, master’s students may refer to the university’s "Special Guide to Graduate Education Financing" or consult academic advisors in their departments.

(C) General Provisions for Graduate Financial Support

Obligation to Report External Aid: Graduate students receiving any form of financial aid from our university must promptly report any additional external scholarships, grants, or other sources of financial assistance to the Dean of the Graduate School to ensure transparency and traceability of aid information.
External Work Authorization: Under special circumstances, students may apply for external employment, provided that: they obtain prior written approval from the Dean of the Graduate School; work no more than 8 hours per week (i.e., one workday); and the nature and duration of the work do not interfere with normal academic progress.

(D) Graduate Stipend Standards

Graduate stipends are disbursed monthly, with payments issued on or before the 26th of each month. Specific stipend standards are as follows: Starting September 1, 2025, the annual doctoral stipend is $48,244 (disbursed over 12 months); starting September 1, 2026, the annual doctoral stipend will be increased to $50,000 (disbursed over 12 months). Please note that all graduate stipends are considered taxable income, and students are required to fulfill their tax obligations in accordance with the law.

(E) Graduate Tuition and Fees

All enrolled graduate students are required to pay tuition and fees each semester. Graduate students holding research assistantships, teaching assistantships, or receiving scholarship support will be provided with full tuition remission, covering all required tuition and fees. The latest tuition and fee rates can be found in the "Graduate Estimated Budget" section of the university’s "Financial Services Portal".
